RIGHT TO PRESCHOOL?
Not every child has the right to attend preschool. First, it depends on what ground you are staying in Sweden. Citizens from outside the EU/EES don’t have this right, including family members to embassy staff from a country outside the EU/EES. Neither do children who are staying in Sweden without legal documents have this right (papperslös).
Exceptions from the non-right to preschool for citizens outside the EU/EES are:
- Asylum seekers, or
- Refugees according to EU’s Temporary Protection Directive (Ukrainian citizens), or
- Children with a residence permit valid for at least one year and therefore shall be registered as a citizen in Sweden if they fulfil the demands according to the law of national registration (folkbokföringslagen). You need a document from Skatteverket that shows you have done that.
If you fulfil the first demand, your child has the right to attend preschool according to the same rules as a Swedish citizen. That means you have to be:
- Working (employment agreement is needed), or
- Studying in an education that is study-eligible (document from the school is needed), or
- Job seeking (document from Arbetsförmedlingen needed), or
- On parental leave according to the law of parental leave. Note, that this is not the same as parent’s allowance and therefore it is seldom that a non-citizen can refer to this.

Depending on what basis you seek preschool you must attach document needed as listed above. You also must attach these documents so we can handle your application:
The address you have stated at the Migration Agency must be the same as the one you state in this form. Utbildningsenheten control this with the Migration Agency.
You can upload the documents in this form or send them by post to Nacka kommun, Utbildningsenheten, 131 81 Nacka or leave them in the reception and say they are for Utbildningsenheten.
"ALLMÄN FÖRSKOLA" (Preschool for children from three years)
Every child (that fulfils the first demand) has the right to attend "allmän förskola" from the autumn semester the year they turn three years. This right means that the child can attend preschool 15 h/week during the semesters (not holidays). It is free of charge.
