The right of children to attend preschool is regulated in Chapter 29, Sections 2–3 of the Swedish Education Act (2010:800) | Sveriges riksdag (riksdagen.se). This means that there are limitations on the right to preschool for children who are staying in Sweden without being officially registered.
If your child meets the requirements, the following documents must be attached to the application.
Asylum seekers or refugees according to EUs Temporary Protection Directive
Asylum seekers and refugees according to EUs Temporary Protection Directive must provide the following documents:
- Copies of passports for all family members
- LMA card or a certificate from the Swedish Migration Agency (Migrationsverket) confirming the asylum application or residence permit card
Asylum seekers and refugees according to EUs Temporary Protection Directive must have a residence address in Nacka Municipality and must also have registered the same address with the Swedish Migration Agency (Migrationsverket). The residence address stated in the application will always be verified with the Migration Agency (Migrationsverket) to ensure accuracy.
Citizens of an EU Country, EEA Country, or Switzerland
Citizens of an EU country, EEA country, or Switzerland must provide the following documents:
- Copies of passports for all family members
- Signed rental or purchase agreement
- Employment contract or proof of study enrollment
In the application, EU citizens must also specify which condition for the right of residence they meet.
Foreign diplomatic missions or paid consulates and their staff
Diplomats or other employees of embassies/missions for non-EU countries do not have the right to preschool.
Non-EU citizens
Non-EU citizens must provide the following documents:
- Copies of passports for all family members
- Signed rental or purchase agreement
- Residence permit
- A copy of the Swedish Tax Agency's (Skatteverket) stamped form showing that the family is moving to Sweden and will be registered here
Swedish citizens
Swedish citizens who are not registered in Sweden and wish to apply for preschool, preschool class, or compulsory school should proceed as follows:

Use the digital form on this page and attach:
- Copies of passports for all family members
- Signed rental or purchase agreement
- A copy of the Swedish Tax Agency's (Skatteverket) stamped form showing that the family is moving to Sweden and will be registered here
Preschool Class and Compulsory School
If the child or any family member does not have a Swedish personal identity number, you must report the move to Sweden via the e-service Anmälan för att kunna ansöka om skola för svenska medborgare som inte är folkbokförda i Sverige in order to apply for school placement for Swedish citizens not registered in Sweden. Documents verifying the future address in Nacka must be attached.
If all family members have Swedish personal identity numbers, the application is made directly in the e-service Mitt skolval, where documents verifying the future address in Nacka must be attached.
To apply via Mitt skolval, you need BankID. If you do not have BankID, please email utbildningsenheten@nacka.se.
For Those Applying for a Preschool Place
If you are applying for preschool, you must always attach proof of employment or study enrollment (from an education program eligible for student aid or Swedish for Immigrants – SFI). This verifies that the child is entitled to preschool based on work/study hours plus commuting time.
If you are actively seeking employment and available for the labour market, your child is entitled to 25 hours of preschool per week. A registration certificate from the Swedish Public Employment Service (Arbetsförmedlingen) must be attached.
All children aged 3–5 years who are residing in Sweden and Nacka according to Chapter 29, Sections 2–3 of the Education Act, are entitled to free “allmän Förskola” from August of the year they turn three. “Allmän Förskola” means the child has the right to 525 free hours per year in preschool (15 hours per week, excluding school holidays), regardless of the parents' employment status.
